I check every new pin at 48 hours and mark the ones under 100 impressions as flops so I know which designs to stop making. Someone told me that is way too early and I am throwing away good data. What window do you actually use?

48 hours tells you close to nothing. It gets indexed and then trickles out against searches over weeks, so early numbers are mostly noise. I have had pins do 40 impressions in three days and 90k by week six. Give it a month before you call anything, and judge a batch of twenty pins rather than individual ones, because single pin variance is enormous and you will read patterns into randomness otherwise.
